Universal Card Service Activation
Within 1 hour after applying Universal Card, service will be activated and set for call forwarding automatically. A short message with a list of your new foreign mobile numbers will be sent to your CHT mobile number, which means all your Universal Card foreign numbers are directly connected to you wherever you are. For example, your friends in China can call your China number, and it will be accessible to you regardless of your location.
Auto-Forwarding
Your CHT and Universal Card numbers are auto forwarded to your active number. Any calls to your CHT number, or any of your Universal Card numbers, will be forwarded to you.
Re-boot your mobile phone after landing
When you arrive Universal Card service country, please power on your handset and "Welcome to Universal Card" message will be displayed on your handset.
For example, While in China, your local number +86139xxxxxxxx will be shown on the home screen of your handset (Note: some mobile phone models may not support this feature.)
Making Local Calls
Please dial the number directly without adding county code.
For example, to call the mobile number 6640-1234 in Hong Kong, simply dial 6640-1234 and press send.
Making International calls
Please use international format 【<+>】 to make international calls.
For example, to call the Taiwan mobile number 0912-345-678, simply dial +886-912-345-678.
Note: Universal Card will connect your international call with “Smart Call-back” function as following steps:
Sending SMS
Sending SMS is the same as making phone call.
Note: Universal Card does not support sending short code or reply verification SMS from service countries.
Voice Mailbox (default is off)
When you are in Universal Card service countries, any missing call will be notified by a 'miss call alert' SMS at free of charge. If you would like to turn on Universal Card voice mailbox service instead of using 'miss call alert', please contact +886-972-900-107. Please be noted that you will be charged at the rate of receiving a local call for message that leaving in your voice mailbox. Meanwhile, you can dial < ＊＊133#＃>to retrieve voice message when you are roaming with Universal Card, and you will be charged at the rate of making a local call.
＊Please note: While you are in Taiwan, receiving calls or voice message to your CHT voice mailbox that was forwarded from Universal Card local numbers, there will be a charge of 'follow me to home'.
How to make sure my Universal Card service subscription has been completed?
1.CHT service counter shall give you a new SIM card. Please insert the SIM card to your handset as you did for any SIM card, and then power on your handset.
2.Usually within one hour, you will receive a SMS notification with your Hong Kong number after service has been successfully activated.
3.If you have applied any permanent number for other countries, you will receive separated SMS to notify your local number as well upon the process has completed.
4.If you did not apply permanent number for other countries, our system will send you a welcome SMS with your temporary number after you power on your handset after landing.
Notes of Caller ID and how to dial
1.When you're abroad, if you cannot directly make a call through the phone contacts or address book; or if the incoming caller ID doesn't show up as it's in the phone contacts, we recommend you to modify all the numbers in the phone contacts or address book with international format, for example for the phone number 0928000107 please modify it in your address book to +886928000107.
2.Local numbers of your Universal Card will be displayed as caller ID when you make a call overseas. Therefore you may print the numbers on your business card or E-mail signature when you've applied permanent local mobile numbers.
※When you make a local call by dialing international format, ie. with the country code in the dialing prefix, the call remains charged at local rate instead of international rate.
＊All charges of Universal Card will be billed along with CHT bill with call details. The payment method is the same as you did for your CHT bill. Bill statement sample is as following:

Note:Enterprise users subscribing the service under your company still needs to provide your MTP for real-name registration of China numbers. One MTP can register up to 5 China numbers. Real-name Registration Fee is subject to the number of local mobile numbers, e.g., apply for five numbers, the fee is 5*NT$200=NT$1,000).
What if I don't have a MTP？
If you are a citizen of the Republic of China, please apply for a MTP as soon as possible and provide the photocopy to Sim2Travel for real-name registration. If you are a foreigner, please provide a passport copy to us.
What should I do if the MTP expires？
Please provide a copy of your existing MTP to us first, and please apply for a new MTP as soon as possible, then provide a new photocopy to us to update real-name registration.
What should I provide to Sim2Travel to register the permanent mobile number applied under company？
Please provide a copy of MTP (or passport of the foreigner) of the user who will be using the permanent mobile number.
What if there is no fixed user for the permanent mobile number applied under company？
Please designate a representative user and provide a copy of his MTP (or a passport of a foreigner) to us. One MTP can register up to 5 China numbers.
What happens if I don't provide MTP？
If your MTP is not provided, permanent mobile number you applied will not be activated.
Can the provided copy of the document be added for specific purposes only？
Yes, you can add "For Universal Card's Real-Name Registration Use Only", but please do not overwrite your name and ID number.
Can I provide the required documents of real-name registration directly to local CMCC stores？
No, Universal Card's China number is specially assigned number segment, which CMCC stores will not handle its real-name registration.
When can I start using my China number？
If you apply for the China number, you must provide the required document as specified in this website. Lead time for real-name registration is subject to the operation time of CMCC.
What documents should I provide if i am not a Taiwan citizen？
!! Notice : The photocopies of the documents provided must be color copies.

Singapore. You should provide a passport copy to us by email.
Why do you charge "Real-Name Registration Fee" for the permanent mobile numbers? What is the cost?
Real-name registration procedure is required by certain country according to its telecom regulation authority due to security reasons. The charge of each mobile number is NT$200.
How to pay the "Real-Name Registration Fee"？
Please pay cash at the CHT service counters or pay it with CHT monthly bills. The countries requiring Real-Name Registration Fee are China and Singapore.
When applying for the permanent mobile numbers which countries require Real-Name Registration, if the documents required are not provided, can the permanent mobile number be used normally?
If the documents required are not provided, it is deemed that the "Real-Name Registration" has not been completed thus the permanent mobile number would not be activated normally. For such case, user will be assigned another temporary mobile number in the Universal Card service country after landing.
With the same CHT subscriber's ID card, what is the need to pay Real-Name Registration Fee again?
(Case 1) Other CHT mobile numbers under the same ID: If the subscriber applies for Universal Card's permanent mobile numbers which require Real-Name Registration, he needs to carry out the registration procedure and pays the fee accordingly.
(Case 2) The same CHT mobile number under the same ID: If the subscriber newly applies for Universal Card's permanent mobile numbers, he needs to carry out the registration procedure and pays the fee accordingly.
If you only apply for China permanent mobile number of Universal Card, can you only provide a copy of the MTP?
Yes, Taiwan citizen applying for China permanent mobile number needs to provide a copy of his MTP to us.

Price Plan
- Monthly Fee: NT$100 (including Hong Kong permanent number)
- Permanent Numbers per country: NT$100/country (China), NT$50/country (Singapore/Thailand/Indonesia)
- SIM card & setup fee: NT$150 till Jun. 30th, 2023 (original price is NT$450)
- Setup fee after the 2nd applicataion if ever cancelled Universal Card service: NT$150/per application
- Service Change Fee: NT$200/per item
- SIM card Fee: NT$300/SIM
- Number User Authentication Fee: NT$200/per item (Applicable country: Hong Kong, China and Singapore)

- Blue Ocean Alliance countries of Universal Card (with local number-By regulations, the calling number in that country must be the local number. So, in Taiwan, our local numbers of alliance countries are not for calling and message, but for answering incoming calls and receiving SMS only):Currently including China, Hong Kong, Macau, Singapore, Thailand and Indonesia.
- Favourable rates provided in Australia, Austria, Brazil, Canada, France, Germany, India, Italy, Japan, Malaysia, Netherlands, Philippines, Russia, South Korea, UK, USA.(roaming with Hong Kong number; without local number)
- The rate of receiving a call from your another country's number is :local airtime + IDD transit; i.e., If you received a call to your Taiwan number while you are in HK, the per minute rate is :Local Airtime in HK + IDD transit (from Taiwan to HK)= NT$ 3.43/min + 5.66/min = NT$ 9.09/min.
- One-time charge (SIM change, service change fees and set-up fee, etc.) is not refundable.
- The toll free calls will be charged at local or IDD rate when you are roaming in Universal Card service country.
- Universal Card does not support sending short code or reply verification SMS from service countries.
- The call back function of international calls is subject to your handset models.
- Unreachable Call will not be charged.
- Due to the fluctuation of currency exchange rate, the rate table may be changeed without prior notice.
- In addition to forwarding fee, there will be a romaing charge of receiving calls that was forwarded from your local numbers when you are using CHT normal roaming.
- Voice call is charged by minute.
- Your Universal Card service charge will be billed by CHT billing cycle, however Sim2Travel/Universal Card service may adjust it when necessary.
- International roaming rates will be subjected to change roaming partners without prior notice. Please refer to Sim2travel/Universal Card service website for the most updated tariffs.
- Please be noted that international call via call back is not available in Zhangjiajie, Feng Huang City, Dunhuang, Huanglong Plateau of China as local switches do not support. If you need make international call in these areas, please switch to CHT normal roaming mode to call(switch back to Universal Card service mode after international calls end). Calling to local and receiving call in these areas is available. Please contact: +86-139-1048-4090 for any queries.
- When you send SMS to local number in China, the receiver will see your Hong Kong number.
- When the caller dials your Universal Card numbers, the transfer fee will still be incurred when the callee fails to answer and transfers to the voicemail of Chunghwa.
